  • Séisme de 2023 au Maroc | Targa-Aide

    Séisme de 2023 au Maroc Le Maroc a été secoué par un séisme dévastateur le 8 septembre 2023, provoquant une onde de choc à travers le pays. Cette catastrophe naturelle a particulièrement touché la commune rurale d'Ouneine, située dans la province de Taroudant.Le séisme du 8 septembre 2023 a laissé Ouneine dans un état de désolation profonde. Les secousse de magnitude 7 sur l'échelle de Richter ont provoqué d'importants dégâts, laissant derrière elles un paysage de destruction et de douleur. Le bilan humain est lourd, avec 11 décès, dont plusieurs enfants âgés de 0 à 15 ans, et plus de 45 blessés graves. De plus, près de 200 personnes ont subi des blessures légères, soulignant l'ampleur de la tragédie qui a frappé cette communauté. L'infrastructure d'Ouneine a été durement touchée. De nombreux bâtiments ont été complètement détruits, tandis que d'autres ont subi des dommages importants. Les établissements scolaires, les gîtes ruraux, les foyers féminins, et les hébergements pour les élèves ont été gravement endommagés, affectant ainsi la vie quotidienne de la population. Les souks, les mosquées et le patrimoine matériel de la commune ont également subi des dégâts considérables. Avant le séisme, l'association Targa-Aide avait déjà apporté une contribution significative à la la communauté d'Ouneine. Elle avait participé à la construction d'un gîte féminin visant à aider les femmes et les enfants à développer des activités et à servir d’un lieu d'hébergement. De plus, l'association avait également soutenu la construction de la mosquée de Zaouit, renforçant ainsi les infrastructures religieuses de la région. Voici un bilan détaillé des dégâts et des actions entreprises dans cette localité. Bilan Humain: Population totale : Ouneine comptait 7 102 habitants répartis dans 1 365 ménages avant le séisme. Décès : Le séisme a malheureusement causé la perte de 11 vies parmi les enfants âgés de 0 à 15 ans,50 décès chez les jeunes de 15 à 30 ans, et 45 décès parmi les adultes de 30 à 60 ans, portant le bilan total à 106 morts. Blessés : Le nombre de blessés est significatif, avec 45 personnes grièvement blessées et 200 autres présentant des blessures légères. Dégâts matériels : Habitations : Les dégâts aux habitations sont considérables. Sur les 1 365 ménages recensés, 443 habitations ont été complètement détruites, 1 296 ont subi des dommages importants, tandis que 0 demeures sont restées intactes. Établissements scolaires : Parmi les établissements scolaires, un a été complètement détruit (Satellites Afourigh), tandis que 10 ont subi des dommages importants. Aucun établissement scolaire n'a été classé comme ayant des dommages modérés ou non touchés. Gîtes ruraux : Parmi les gîtes ruraux, un a été complètement détruit (Gîte Ait Yahya), deux ont subi des dommages importants (Gîte Targa et Gîte Tamseloum), et aucun n'a été classé comme ayant des dommages modérés ou non touchés. Foyers féminins : Deux foyers féminins ont été classés comme ayant des dommages importants(Foyer féminin Targa et Dar Talib Ouneine), tandis qu'un internat du collège Ouneine a subi des dommages modérés. Aucun foyer féminin n'a été complètement détruit. Hébergement élèves Dar Talib-Taliba : Un dortoir a été classé comme ayant des dommages importants (Dar Talib Ouneine), tandis qu'un internat du collège Ouneine a subi des dommages modérés. Aucun hébergement n'a été complètement détruit. Locaux commerciaux : Parmi les 60 locaux commerciaux recensés, tous ont subi des dommages importants, tandis que 60 n'ont pas été touchés. Mosquées : Toutes les 67 mosquées ont subi des dommages importants. Patrimoines matériels : Le patrimoine matériel "Zaouit Dr Zaouit" a été complètement détruit. Siège de la Commune : Le siège de la commune a subi des dommages importants. Voirie : En plus des routes déjà endommagées, une dalle supplémentaire a été endommagée pour l'ouvrage d'art. AEP (Alimentation en Eau Potable) : 75 douars ont été touchés,comprenant des branchements individuels et des bornes fontaines. Les autres sources d'eau sont restées intactes. Électricité : 75 douars ont subi des dommages modérés au niveau des branchements individuels,mais l'éclairage public est resté intact. TIC (Technologies de l'Information et de la Communication) : Les infrastructures TIC ont été partiellement touchées. Le gite féminin Les photos dévoilent un gîte féminin, une initiative de l'équipe Targa à Ouneine. Malheureusement, ces images montrent le gîte après les dégâts causés par le séisme. La mosquée Zaouit La mosquée Zaouit, un lieu de prière central à Ouneine, a également subi des dommages significatifs à la suite du séisme. Les images révèlent l'impact de la catastrophe sur ce lieu de culte précieux pour la communauté.

The subject of an agreement between the Ministry of the Interior, the Provincial Council and the High Commission for Water and Forests, the general objectives of the project therefore include environmental, climatic and socio-economic issues of vital importance for the inhabitants. from the city. This is to contribute to:protect the city against desertification and strong winds;Create recreational spaces for the population ;Optimizing the use of water for irrigation . The belt area encompasses the outskirts of the city of Ouarzazate, the banks of the Mansour Eddahbi dam lake and some spaces inside the city. Of the approximately 2000 hectares initially planned, only 635 hectares will finally be retained after three years of the launch of the initiative. After a series of technical studies and consultations between project stakeholders, a global reframing was approved around two main elements: Decrease in the area of plots dedicated to plantations and gradual introduction of the use of treated wastewater discharged by STEP. A new irrigation architecture The memorandum of understanding signed between UNEP, the United Nations Convention to Combat Desertification (UNCCD) and the Forest Service of South Korea called "Partnership for Greening Drylands on Forest Rehabilitation, Conservation Biodiversity and Sustainable Land Management” has as its first pilot project “Biodiversity Conservation and Community Development through Tree Planting”. This pilot project first covers three African countries: Morocco, Tunisia and Ghana for the period 2012-2015. A second phase 2015-2018 will include Benin and Ethiopia. The Forest Service of South Korea provides financial support to the project under the initiative of Changwon. It will be in this context that Targa integrates the project of realization of the green belt of Ouarzazate by signing a cooperation agreement in 2012 with the UNEP. This involves setting up a solar pumping system for treated wastewater for the irrigation of the green belt. Favorably received, this initiative initiates a strategic change and gives the project a strongecological added value insofar as the wastewater of an arid city is recovered and purified in compliance with environmental standards to be then reused in the irrigation of the green belt and recreational areas and this by solar pumping only. In addition to this technical challenge of rethinking the entire irrigation system, there are two other innovative components in the device allowing rational and optimized management of purified water: a modern weather station for data collection and a remote management system via a powerful digital application. The complete architecture of the irrigation system is reviewed and the necessary resizings are gradually implemented by the Targa teams. They support the realization of this new configuration on a daily basis through the design, installation and management of the solar-powered irrigation system. At the end of the third phase of the project, some 635 hectares will be irrigated by this new device. In the medium and long term, the effects will be multiplied both on the irrigated area and on the environment and biodiversity of the region. Technical achievements: ·Installation of pumping stations (head station): The pumping station with a filtration system was initially to consist of two pumping units fulfilling the need for three plots of the project. Installation of a suction tarp The impurities contained in the recovered water cause malfunctions in the drip system and more particularly in the water valves. The latter are clogged and cause a break in the flow of water to the plants. The installation of a suction cover near the pool was therefore necessary to accommodate a filtration system adapted to this unforeseen situation. It soaks in the water to be filtered which arrives from the basin. Its wall, covered with a porous layer, traps solid impurities. The water thus filtered is sucked up by the pumps and then sent back to the main pipes and then to the drop by drop. · Setting up a weather station Installed at the foot of the STEP, the station allows the measurement of the surrounding climatic parameters every 10 minutes. These parameters include temperature, air humidity, wind speed and direction, rainfall and solar radiation. Other works: After the laying of the main water supply pipe and the construction of a new technical room at the level of ouad R'bat on the part of the provincial council of the city of Ouarzazate (project partner), the Targa association intervened to ensure the connection of the main pipe with the technical lots of Ouad R'bat and Anatim in order to ensure the pumping of water through the main pipe. In addition, the association made some modifications to the secondary pipe located inside the old Anatim technical room, in order to guarantee the pumping of water from the suction tank built in the screen. Constraints and difficulties of the terra in Like any pilot project, the implementation of the solar pumping unit faced several difficulties and hazards to which it was necessary to provide answers and find solutions. These obstacles are all lessons to be learned for the rest of the project but also for possible duplications. Some of the difficulties that have caused slowdowns and delays in implementation include: Delays in finalizing calls for service tenders within the implementation deadlines; Few and insufficiently qualified human resources: poor maintenance of the irrigation system impacting the availability of water in sufficient quantity for the irrigation of certain plots; Absence of regulation of pumping at the outlet of the WWTP: farmers (mainly olive-growing) withdraw large quantities for their needs; Slow procedures for obtaining authorizations to lay cabling through private properties. Results achieved and expected in the short and medium term Immediate effects - Solar powered drip irrigation system currently covers Anatim 1 and 2 plots wooded with eucalyptus, tamarix and acacia trees. - The system has also made it possible to create jobs essential to the maintenance and planting of trees - New knowledge and skills in the design, installation and management of a drip irrigation system powered by solar energy are acquired. Short and medium term effects A third phase in progress in the perimeter of Oued R'bat will cover the water needs of 65 Ha. The system should then cover the planned 30 Ha of recreational spaces in the city, then the perimeters of Talat (153 Ha) and the area adjoining the public dump (100 Ha). The expected effects of the implementation of the system should allow the consolidation and then the development of the green belt. These effects are measured from 3 main angles: From an environmental point of view : Effects on greenhouse gases. First of all by reducing their emissions into the atmosphere by adopting solar energy. Then by the retention of these gases by the trees: According to studies, 1 wooded hectare can ensure up to 24 tons of CO2 retained / year; The effects on biodiversity will begin to be felt by the gradual development of a local microclimate (increase in the humidity rate, etc.) From an economic point of view : The economic benefits are analyzed in terms of potential for the creation of income-generating activities (IGA) around the green belt and recreational areas and its direct effects on families. Other positive economic effects in agricultural terms are envisaged: development of agroforestry, olive growing and other crops compatible with the use of treated wastewater. Finally, thanks to land reclamation, the area should attract more and more small investors. In social and educational terms : Recreational spaces bring well-being to the inhabitants.     Context, objectives and principles: As part of supporting local authorities in developing their skills, particularly those relating to inter-municipal cooperation, the Ministry of the Interior has launched an ambitious project to set up a National Scheme for Territorial Cooperation. (SNCT). Indeed, intercommunality is a means that allows local authorities to pool their financial and human resources in order to create and manage local public facilities and services. This project is part of the Municipal Performance Improvement Program (PAPC) in its component no. 21, initiated in collaboration with the World Bank and the French Development Agency with the methodological support of the Paris Region Institute and the competition of the Targa-Aide association. The development of the SNCT aims to define the relevant geographical and functional perimeters of Intermunicipal Cooperation Establishments (ECI) and Groupings of Territorial Communities (GCT) in order to ensure a harmonious and orderly development of its cooperation. To achieve the above-mentioned objective, it was agreed to initially develop 12 Regional Territorial Cooperation Schemes (1 SRCT per Region) and then consolidate the results obtained to set up an SNCT. Un appel pour encourager les familles marocaines à ouvrir les documents familiaux afin de préserver le patrimoine immatériel national A l'occasion de la nouvelle année Amazigh 2975, Targa en collaboration avec le centre tansoult ,pour la recherche le patrimoine écrit local, ont organisé le mardi 14 janvier 2025 une rencontre à TaroudantLes participants à un colloque organisé mardi 14 janvier 2025 à Taroudant, sur le thème « Les documents familiaux et leur importance dans la valorisation de la mémoire et la préservation du patrimoine immatériel » ont souligné la motivation des familles marocaines à partager les documents familiaux avec les chercheurs et universitaires de diverses disciplines scientifiques, avec le but de les récupérer de la perte et d'investir dans eux dans la préservation et la valorisation du patrimoine culturel marocain dans ses diverses manifestations. L’établissement participatif et spécifique de ces 12 schémas constitueront la base d’un document de synthèse sous forme de Schéma National de Coopération Territoriale (SNCT). Ce programme est mené sous la tutelle de la Direction Générale des Collectivités Territoriales (DGCT), en partenariat avec la Banque Mondiale et l'Agence Française de Développement (AFD). Il a comme objectif le renforcement de la coordination entre les collectivités territoriales pour une gestion mutualisée de certains services publics. La région de Souss-Massa, choisie comme région pilote, a permis de tester et d’affiner la méthodologie, qui est désormais appliquée dans les 12 régions du Royaume. L’objectif est de renforcer les liens entre communes, mutualiser les ressources et encourager la création d’Établissements de Coopération Intercommunale (ECI) et de Groupements de Collectivités Territoriales (GCT). À travers cette démarche, Targa-Aide contribue à instaurer une vision commune pour un développement régional harmonisé et efficace. Etat d’avancement : Le Schéma Régional de Coopération Territoriale (SRCT) de la région de Souss-Massa est actuellement en phase de validation par la Direction Générale des Collectivités Territoriales (DGCT) et la Banque Mondiale. Les projets de SRCT pour les autres régions sont en cours de finalisation, tandis que l’élaboration du Schéma National de Coopération Territoriale (SNCT) progresse, visant à harmoniser les initiatives intercommunales au niveau national pour une gestion territoriale plus cohérente et intégrée Équipements Publiques Locaux Déployé dans les 12 régions du Maroc, le programme des Équipements Publiques Locaux (EPL) contribue à la dynamique de décentralisation et de régionalisation avancée initiée depuis plus d’une décennie dans le pays. Son principal objectif est de réaliser un inventaire exhaustif des équipements publics locaux (gares routières, marchés, espaces sociaux, etc.)et d’en évaluer leur état et la qualité du service rendu afin d’optimiser leur gestion et d’améliorer la planification et les services de proximité. En cohérence avec les articles 31, 33 et 34 de la Constitution de 2011, ces EPL doivent contribuer à rendre les espaces urbains et ruraux inclusifs, résilients et durables, alignés sur les Objectifs de Développement Durable et le Nouvel Agenda Urbain des Nations Unies. En partenariat avec la Direction Générale des Collectivités Territoriales (DGCT), Targa-Aide assure un accompagnement technique, des formations ciblées et une coordination avec les acteurs locaux pour structurer harmonieusement les territoires marocains. État d’avancement : Avant de démarrer les enquêtes de ces équipements à l’échelle nationale, des réunions régionales et provinciales sont en cours actuellement visant à affiner l’inventaire des EPL, lancer officiellement et identifier les acteurs locaux concernés. Les formations pour démarrer les enquêtes sont en cours également dans toutes les régions du pays. Objective 3: Strengthened knowledge capacity on gender and alternative modes of agricultural development models in the project countries and elsewhere During this year, there was a collaboration with a new Algerian team. Thanks to this new collaboration, fieldwork has been launched in Algeria. Thus, as part of the project, they carried out a three-week exploratory field, between March and April, in order to familiarize themselves with "gender" relations in terms of access to water and agricultural practices. The Moroccan team held regular meetings with the other project teams (Indian, Algerian and Dutch). During these meetings, the various members exchange their results in the field and together lead a reflection on gender and alternative models of agricultural development, hence the dissemination of knowledge on an international scale. Organization of an online session live from the field with farmers and sociology students from Hassan II University, Casablanca. The students had the opportunity to discuss and interview 2 young farmers engaged in the cultivation of watermelons. In total, the students asked 80 questions. The class was facilitated by Zakaria Kadiri during one of the field visits.     This project to implement economic, social and solidarity activities in the provinces of Figuig, Boulmane, Ouezzane, Khenifra and Sidi Bennour is part of the implementation of the framework agreement signed on February 05, 2021 between the TARGA-AIDE association and the national coordination of the INDH. The purpose of this framework agreement is to support the Provincial Human Development Committees (CPDH) in these provinces for the implementation of Program III of the National Human Development Initiative (INDH). It is a question of supporting and accompanying the work of the Provincial Committee for Economic Development (CPDE) aimed at the economic inclusion of disadvantaged populations, particularly young people and women. This approach is developed through the promotion of the Social and Solidarity Economy and support for value chains while being based on the implementation of approaches to promote the Economy and Local Development at the level of each target province. . Project objectives INDH Program III aims to guarantee post- and pre-creation support for project leaders meeting the eligibility criteria in connection with the previously identified and analyzed value chains. The overall objective is to develop local economic activities with strong potential for growth and development and to contribute to the creation of employment opportunities for young people. To achieve this overall objective, four specific / immediate objectives have been defined, these are: Specific objective n°1: The improvement of the synergy and the convergence of the initiatives of the key actors of the economic development at the provincial level through the reinforcement of the dialogue and the communication, in particular with the local authorities of the INDH and the persons in charge sectoral; Specific objective n°2: The promotion of promising value chains, through a strategic process based on expertise and the involvement of actors; Specific objective n°3: The emergence of economically viable projects in response to the needs of project leaders and the specificities of the territory; Specific objective n°4: Support for the implementation of SSE projects that have been selected and planned. The expected results : Deployment and training of the team. Progress of activities in the provinces: The activities carried out to date in the provinces of Boulemane, Sidi Bennour, Figuig, Ouezzane and Khénifra are as follows: Program kick-off meetings in provincial headquarters and signing of specific implementation contracts; Development of chronograms of activities relating to each province; Meetings to follow up on the recommendations made during the launch workshop; Realization of the field diagnosis which aims to identify income and job generating opportunities and which defines the framework conducive to the emergence of private initiatives in the productive sectors, namely agriculture, agro-food , forest products, crafts, tourism, etc. Meeting with service providers and youth platform managers; Field visit, identification and contact with project leaders; CPDE meetings and identification of needs in terms of working tools and capacity building using a questionnaire designed specifically for this purpose; Launch of sector diagnoses/VCT at the level of the circles, development of SSE questionnaires, visits to the circles, consultation with the departments concerned; Submission of diagnostic deliverables of promising sectors and value chains to the Province. OUTLOOK The year 2021 is coming to an end, giving way to new perspectives, including the development of a roadmap for CPDE capacity building, but also a proposal for an action plan to promote SSE value chains (bottlenecks bottlenecks, objectives, flagship actions, monitoring indicators) and an advocacy strategy for carrying out the flagship actions for value chains. To do this, several field missions across the provinces will be devoted, among other things, to meeting SSE project leaders through the organization of focus groups for exchange and sharing around issues concerning their activities. Several capacity building trainings will also be organized from the beginning of January for members of the CPDE.

    Support program for the establishment of integrated action plans for the reduction of social and territorial disparities Following the observation of His Majesty King Mohammed VI made in his speech to the nation on July 30, 2015 on the occasion of the Throne Day: "Despite the progress made by our country, what saddens me is this situation of precariousness experienced by some of our fellow citizens in remote and landlocked regions, especially on the peaks of the Atlas and the Rif, the arid Saharan areas and the oases, as well as certain villages in the plains and on the coasts. We are aware of the extent of the deficit that has accumulated over decades in these regions, despite all the initiatives and all the efforts that have been made. This is why, as soon as We assumed the mission of leading you, dear people, We took an oath before God to spare no effort to improve the lot of the populations of these regions, and to alleviate their sufferings. And to the royal announcement made in the same speech: "In order to guarantee the success of such an ambitious social project, We invite the government to establish an integrated action plan, based on the partnership between the various ministerial departments and the institutions concerned, with a view to finding the means of financing the projects and define a precise timetable for their implementation." A support program for the Program for the Reduction of Territorial and Social Disparities (PRDTS) has been initiated by the Ministry of Agriculture, Maritime Fisheries, Rural Development, Water and Forests (MAPMDREF) and the Ministry of Interior (MI) in partnership with the National Agency for Land Conservation, Cadastre and Cartography (ANCFCC) and the Targa-Aide association . It is part of a logic of territorialization of the communes, by the production of a set of communal data and by the mastery of the knowledge of all the local resources, in order to establish a territorial diagnosis of the national rural space. The data thus produced will constitute a capital of knowledge and decision support to be exploited on an ongoing basis insofar as simple monitoring and updating processes are ensured. Challenges The regional action plans which are called upon to reduce social and territorial disparities must emanate from a methodological approach in order to help development actors territorial in the targeting of the living places of the populations most in need. Implementing such a process throughout the national territory is the first major challenge of this support program. The second major challenge aims to provide the central and regional, or even provincial, governance bodies responsible for implementing this program with an effective approach and tools to carry out objective and transparent territorial arbitration with a view to better monitoring of the impact of the actions of the plan. Intervention zone The target program: 12 Regions; 75 Prefectures and Provinces; 1282 Municipalities with a rural character (geographical environment). The two southern regions will be approached in 2021 after authorization from the Ministry of the Interior. Program Objectives Provide central and regional governance bodies with an approach andpowerful tools for territorial prioritization and targeted programming; Establish adiagnosis of living spaces populations at different territorial scales (from the Douar to the Region or even at the national level) in terms of Accessibility and Quality of basic public services; Identify and measure deficits and territorial and sectoral disparities in order to helpdirection of programming and toA best targeting (territorial and state action); Extend the territorial diagnosis to Centers and Small Towns Approach process taken For territorial diagnosis For the consolidation of territorial and social databases The m updating mechanism, in addition to a user-friendly computer interface, will be accompanied by a methodological manual detailing the updating process and proposing providing appropriate frameworks for updating data by the departments concerned. Program activities The activities of this program are summarized as follows. The overall timeline is attached: Develop territorial diagnoses with cartographic illustrations; Propose a methodology for prioritizing the territories of each region; Build Databases (BDD) with territorial and sectoral entries; Design an online application allowing the collection, processing and updating of territorial data; Establish territorial cartographic atlases. Organization and deployment of human resources In order to ensure the start of the program as soon as the partnership agreement is reached, an organization chart adapted to the specificities of the activities has been designed organizing the deployment of the necessary human resources. This organization is made up of central units located at Targa's headquarters in Rabat, and local/regional teams based in ten of the country's twelve regions. Each regional team is made up of a Regional Coordinator (RC), Prefectural/Provincial Coordinators (CP) who occupy an office in each province or prefecture, and two engineers specializing in cartography and database management. The regional team has an office located in the administrative capitals of each region, equipped with all the logistics necessary for operational autonomy. These spaces are used as a workplace by the RC and the engineers, and also serve as offices during Provinces/Region or Rabat/Region meetings. D ALISATIONS 2021 Crossing of the database of Targa localities with that of the HCP; Design of the new Database: a “thematic” focused database and sharing of the database with our partners; Installation of the new Database and training of administrators; Finalization of the preschool survey; Constitution of a “district” database within centers and small towns; Production and publication of infrastructure maps of “Communes” and “Cercles” in French and Arabic for the entire territory concerned by the study Establishment and publication of the diagnostic report on the state of play of the provinces / prefectures at the regional level and of the circles at the provincial level; Updating and updating of the road network and the location of establishments and localities after the delivery of territorial maps (municipality and circle); Creation of a preliminary scoring grid for the centres; Simulation of programming 21 on the inventory drawn up, production of a simulated classification to help with the orientation of programming 2022.
